There has been some confusion as to how incorporating works and how much it costs.
Frist of all, the actual process of transferring troops and incorporating them into another village is fairly simple.
Step 1: Send the toops as reinforcements to the village you want to incorporate them into.
Step 2: Once in the village, go to the rally point and find them there.
Step 3: Incorporate.
Simple.
When incorporating troops into a village, they take on the smithy lvl of training in their new village. So if your macemen are lvl 20 and you incorporate macemen from another village, they all become lvl 20. Same the other way round though- incorporating them into a village which has lvl 0, will take them down to lvl 0.
Now what are the costs going to be?
Here are some screen shots to show you the different costs.

From these screenshots we can now know the following:
1. All troops cost double their original cost to incorporate. Therefore it would cost the same to train them in a lvl 20 barracks in one village, then incorporate them, or to pay x3 costs to train them in a great barracks and great stable.
2. You can choose not to pay the resources and pay 1 gold for every 39k worth of troops (resources) instead. That means the cheaper the cost of troops, the cheaper it is to incorporate.
3. As soon as you get to 40k worth of troops, the cost goes up to 2 gold, so be careful- round numbers aren't best when incorporating!
